規劃設計范圍：南臨高新大道，西臨未來一路，北臨長嶺山街，東臨未來二路，用地面積約87公頃。本項目設計內容為用地87公頃范圍內的世界自然博物館和武漢新城體育中心及體育公園,結合自然風貌，南北山水主軸與東西山水廊道，統籌考慮場地內古姆山山體、水體修復利用、景觀及建筑室內外場地的整體規劃。

(1)Thescopeofplanninganddesign:ThesouthisadjacenttoGaoxinAvenue,thewestisadjacenttoFuture1stRoad,thenorthisadjacenttoChanglingshanStreet,andtheeastisadjacenttoFuture2ndRoad(hereinafterreferredtoasthe"Base"),withalandareaofabout87hectares.ThedesigncontentofthisprojectistheWorldMuseumofNatureandthesportscenterandsportsparkofWuhanNewCitywithintheareaof87hectares.Combinedwiththenaturalfeatures,thenorth-southlandscapeaxisandtheeast-westlandscapecorridor,theoverallplanningoftheGoummountain,waterrestorationandutilization,landscapeandtheindoorandoutdoorsitesofthebuildingaretakenintoaccount.

建筑設計范圍：世界自然博物館建設用地位于地塊1，用地面積約15公頃，武漢新城體育中心建設用地位于地塊2、3，占地約25.4公頃；

4.Methodofsolicitation

本次征集采用公開報名方式，通過資格預審評選出七家高水平應征人參與下一階段建筑方案設計。Thissolicitationadoptstheopenregistrationmethod,and7high-levelapplicantsareselectedtoparticipateinthenextstageofarchitecturaldesignthroughpre-qualification.

5.Openregistrationrequirements

應征人如為國內企業，須具備中華人民共和國建設行政主管部門頒發的工程設計綜合甲級或建筑行業設計甲級資質；如為境外及港澳臺地區應征人，則應當具備其注冊所在國或所在地區主管機關核發的從事建筑、工程設計相應資格或能力證明文件。

(1)ThedomesticenterpriseshallhaveGradeAcomprehensiveengineeringdesignqualificationorGradeAconstructionindustry(constructionengineering)designqualificationissuedbythecompetentdepartmentofconstructionadministrationofthePeople'sRepublicofChina;AdesignentityfromoverseasorHongKong,MacaoandTaiwanshallhavetherelevantqualificationorabilitycertificateissuedbythecompetentauthorityofthecountryorregionwhereitisregisteredtoengageinarchitectureandengineeringdesign.

應征人應同時具有①建筑面積五萬平米以上文化藝術場館類的設計工作業績；②建筑面積十萬平米以上體育中心類的設計工作業績。

Theapplicantshouldalsohavethedesignperformanceofculturalandartfield(exhibition)withaconstructionareaofmorethan50,000squaremeters;②Designperformanceofsportscenterswithaconstructionareaofmorethan100,000squaremeters.???

應征人擬擔任本項目的設計負責人應具備有效的一級注冊建筑師執業證書，或具備高級建筑工程師職稱。

(3)Theapplicantwhointendstoserveasthedesignleaderoftheprojectshallhaveavalidfirst-classregisteredarchitectpracticingcertificate,oraseniorarchitecturalengineertitle(theprojectleaderoftheoverseasapplicantshallhavethecorrespondingpracticingqualification).

法定代表人為同一人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時參加本項目的方案征集活動。

(4)Twoormorelegalpersons,parentcompany,wholly-ownedsubsidiaryandholdingcompanywhoselegalrepresentativeisthesamepersonshallnotparticipateintheschemesolicitationactivitiesofthisprojectatthesametime.

山東工藝美術學院面向2022級新生推出景觀數字藏品:金色財經報道，據山東工藝美術學院公眾號，該校在向2022級新生發送錄取通知書的同時還推出了景觀數字藏品且為新生專屬，該數字藏品以山東工藝美術學院經典地標建筑為設計原型，總計四款。[2022/7/25 2:36:19]

本次征集活動接受聯合體報名。聯合體報名時須提交聯合體協議，并在協議中明確聯合體的主體單位。聯合體各成員簽訂《聯合體協議書》后，不得再以自己名義單獨報名，也不得組成新的聯合體或參與其他聯合體的報名，否則報名無效。根據本次征集項目特點，為保證應征人對項目所在地文化和國內相關標準規范的準確理解，境外應征人須與境內應征人組成聯合體參與，并以境內應征人作為聯合體牽頭單位。

(5)Thissolicitationactivityacceptsjointregistration.Whenapplyingforaconsortium,theconsortiumagreementshallbesubmitted,andtheprincipalentityoftheconsortiumshallbespecifiedintheagreement.AftereachmemberoftheConsortiumhassignedtheConsortiumAgreement,he/sheshallnotregisterinhis/herownname,formanewconsortiumorparticipateintheregistrationofotherconsortiums,otherwisetheregistrationshallbeinvalid.Accordingtothecharacteristicsofthiscollectionproject,inordertoensuretheapplicant'saccurateunderstandingofthelocalcultureoftheprojectandtherelevantdomesticstandardsandnorms,theoverseasapplicantshallformaconsortiumwiththedomesticapplicantastheleadunitoftheconsortium.

設計團隊要求：

(6)Designteamrequirements:

①首席設計師必須負責主創、參加現場踏勘及匯報評審等，中選應征人首席設計師需按照征集人要求參加后續深化設計工作。

①Thechiefdesignermustberesponsibleforthemaincreation,participateinthesitesurveyandreportreview,etc.Thechiefdesigneroftheselectedcandidateshallparticipateinthesubsequentdeepeningdesignworkaccordingtotherequirementsoftheorganizer.

②設計過程中若首席設計師與征集材料所提交的信息不符或未經征集人認可擅自更換首席設計師的，則視為參加資格無效。

②Duringthedesignprocess,ifthechiefdesignerdoesnotconformtotheinformationsubmittedinthesolicitationmaterialsorchangesthechiefdesignerwithouttheapprovaloftheorganizer,thequalificationwillbedeemedinvalid.

本次征集分為三個階段，分別為報名及資格預審階段、建筑方案設計及評審階段、綜合評定階段。

佳士得前聯席主席Lo?c Gouzer 面向傳統藝術買家拍賣一件NFT作品:據官方消息，佳士得前聯席主席Lo?cGouzer已于美國東部夏令時間4月11日下午5點在其創立的拍賣AppFairWarning上面向傳統藝術品買家拍賣一件NFT作品。這件作品名為CHAOS#1Human，由當代藝術家UrsFischer創作，是一件由雞蛋和打火機組成的3D動畫。該作品的起拍價為1000美元，而Lo?cGouzer對價格具有最終決定權。此外，UrsFischer在MakersPlace上出售500件NFT作品，每一件作品均是兩個日常畫作NFT的結合。[2021/4/12 20:09:16]

第一階段：報名及資格預審階段

發布征集公告，公開接受國內外應征人的報名。應征人提交資信文件，征集人組織資格預審會，投票評選出7家無排序的入圍應征人進入下一階段工作并發出征集文件。

第二階段：概念方案設計及評審階段

(2)PhaseII:Conceptualdesignandevaluationphase(31days)

①方案講解

應征人根據應征文件送達順序依次進行方案講解，應征人須自帶筆記本電腦，結合相關PPT，對于本次方案進行講解并接受專家質詢，述標時間不超過三十分鐘。

①Programexplanation

Theapplicantshallexplaintheschemeinturnaccordingtotheorderofdeliveryoftheapplicationdocuments.Theapplicantshallbringhisownlaptop,combinetherelevantPPT,explaintheschemeandacceptthequestionsoftheexperts.Thedescriptiontimeshallnotexceed30minutes.

②應征文件的詳細評審

評審委員會根據方案征集文件中規定的評審辦法，對方案創意、完整性及實施的可行性進行評審，以打分形式對應征人進行排名。

②Detailedreviewofapplicationdocuments

Theevaluationcommitteeshallevaluatetheoriginality,completenessandfeasibilityofimplementationoftheprogramaccordingtotheevaluationmethodsspecifiedintheprogramsolicitationdocuments,andrankthecandidatesintheformofscoring.

第三階段：綜合評定階段

(3)Thethirdstage:Comprehensiveassessmentstage(3days)

MoonSwap APP將面向社區進行封閉式內測:據官方消息，MoonSwap APP即將上線，集成多鏈去中心化錢包，將支持MoonSwap在移動端的交易和挖礦，資產跨鏈轉賬更加方便安全。MoonSwap將在MoonSwap APP發布前開啟“Angle計劃”，招募社區用戶參與封閉式內測，并同時進行Bug Bounty第二期，每個被發現的Bug經團隊確認后都可以獲得10~50的cMOON獎勵。目前僅支持Android版本。[2020/10/17]

經上級主管部門評審后，確定最終應征人中選單位排名，并由第一名完成后續方案深化設計。

設計費

7.Designfee

根據評審結果：

Accordingtothereviewresults:

給予最終排名第一名應征人獎金人民幣一百二十萬元，第二至三名應征人各人民幣八十萬元補償，第四至五名應征人各人民幣六十萬元補償，第六至七名應征人各人民幣四十萬元補償。若應征人提交的方案未達到《設計任務書》和《建筑工程設計文件編制深度規定》中有關內容及深度要求時，將取消其補償費。

(1)BonusofRMB1.2million(includingtax)willbeawardedtothefirstrankedapplicant,RMB800,000(includingtax)compensationforthesecondtothirdcandidates,RMB600,000(includingtax)compensationforthefourthtofifthcandidates,andRMB400,000(includingtax)compensationforthesixthtoseventhcandidates.IftheschemesubmittedbytheapplicantdoesnotmeettherelevantcontentanddepthrequirementsintheDesignTaskandtheRegulationsontheDepthofPreparationofConstructionDesignDocuments(2016edition),thecompensationfeewillbecancelled.

最終中選的應征人須完成后續方案設計深化，方案設計深化費用在現行國家收費標準內結合報價另行商議。

(2)Thecandidatewhoisfinallyselectedshallcompletethefollow-upplandesigndeepening,Thecostofdeepeningtheschemedesignshallbeseparatelynegotiatedwithinthecurrentnationalchargingstandardcombinedwiththequotation.

備注：以上費用包含應征人為完成方案設計所需的所有費用，以及需要承擔根據國家及政府規定必須繳納的各種稅費。除上述費用外，應征人自行承擔所有參加本次方案征集活動相關的費用，不論應征的結果如何，方案征集人和代理機構均不承擔這些費用。

Note:Theabovefeesincludealltheexpensesrequiredbytheapplicanttocompletetheschemedesign,aswellasalltaxesandfeesthatmustbepaidaccordingtothenationalandgovernmentregulations.Inadditiontotheaboveexpenses,theapplicantshallbearalltheexpensesrelatedtoparticipatingintheproposalsolicitation.Regardlessoftheresultoftheapplication,theproposalsolicitorandtheagencyshallnotbeartheseexpenses.

Bella基金會將面向ARPA持有者進行BEL空投:據官方消息，Bella基金會決定將面向ARPA持有者進行BEL空投，空投代幣總量為2,000,000 BEL，按照目前市值約折合650萬美金。本次空投將會取代原定的代幣拍賣，活動代幣會無成本分發到ARPA持幣用戶的手中。

第一批空投交易所白名單包括幣安、火幣、Bithumb、Gate.io、KuCoin、MXC、HBTC，錢包白名單包括Bitkeep，imtoken，Trust Wallet。

應征人對應征作品享有署名權，經征集人許可后可通過傳播媒介、專業雜志、書刊或其他形式評價、展示其應征作品。征集人、承辦單位以及項目建設單位有權在本項目的咨詢中使用應征方案成果，征集人、承辦單位以及項目建設單位在對本項目的方案作綜合調整時，可以全部或部分使用應征方案成果，也可對其進行修改，征集人、承辦單位以及項目建設單位還可對所有應征成果印刷、出版和展覽，可通過傳播媒介、專業雜志、書刊或其他形式評價、展示、宣傳應征方案成果。

(1)Theapplicantshallhavetherightofauthorshipofthesubmittedworksandmay,withthepermissionoftheorganizer,evaluateanddisplaythesubmittedworksthroughthemedia,professionalmagazines,booksorotherforms.Thehostunit,theundertakingunitandtheprojectconstructionunithavetherighttousetheresultsoftheproposedschemeintheprojectconsultation.Thehostunit,theundertakingunitandtheprojectconstructionunitmayusetheresultsoftheproposedschemeinwholeorinpartormodifythemwhenmakingcomprehensiveadjustmentstotheprojectscheme.Theorganizer,theundertakingunitandtheprojectconstructionunitmayalsoprint,publishandexhibitallthesubmittedresults,andmayevaluate,displayandpublicizethesubmittedresultsthroughthemedia,professionalmagazines,booksorotherforms.設計方案應為原創，且未以任何形式公開發表。設計方案或任何用于創作參選作品的素材均不得侵犯第三方的任何著作權、商標權、專利權及其他權利。若發生以上侵權行為，由此引發的一切糾紛或法律責任由應征人承擔；給征集人造成的損失的，由應征人賠償。(2)Thedesignproposalshouldbeoriginalandnotpublishedinanyform.Thedesignproposaloranymaterialsusedtocreatetheentryshallnotinfringeanycopyright,trademark,patentorotherrightsofathirdparty.Iftheaboveinfringementoccurs,alldisputesorlegalliabilitiesarisingtherefromshallbebornebytheapplicant;Anylosscausedtotheorganizershallbecompensatedbytheapplicant.應征人應遵守國家的有關保密規定，妥善保管征集人提供的圖紙資料，并保護其知識產權。未經征集人許可不得將圖紙資料或設計成果向第三方轉讓或用于本項目外的其他項目。(3)TheapplicantshallabidebytherelevantconfidentialityprovisionsoftheState,properlykeepthedrawingsandmaterialsprovidedbytheorganizer,andprotectitsintellectualpropertyrights.Withoutthepermissionoftheorganizer,thedrawingsordesignresultsshallnotbetransferredtoathirdpartyorusedforotherprojectsotherthanthisproject.參加本次征集活動的應征人均被視為承認本公告的所有條款。中選應征人應負責后續建筑方案深化，并作為獲得設計獎金的條件。(4)Candidatesparticipatinginthissolicitationaredeemedtoacknowledgeallthetermsofthisannouncement.Thesuccessfulcandidateshallberesponsibleforthesubsequentconstructionproposaldeepeningasaconditionofreceivingthedesignprize.本次征集活動本身及與本次活動相關的文件所適用的法律和法規僅為中華人民共和國的法律和法規。(5)ThelawsandregulationsapplicabletothesolicitationitselfandthedocumentsrelatedtothisactivityareonlythoseofthePeople'sRepublicofChina.本次征集活動規則最終解釋權歸征集人所有。(6)Theorganizerreservestherightoffinalinterpretationoftherulesofthesolicitation.中英文內容如有差異或不一致,概以中文為準。(7)IncaseofanydiscrepancyordiscrepancybetweentheChineseandEnglishversions,theChineseversionshallprevail.
